Prop 29 is titled "California Cancer Research Act", and although it involves a $735 million dollar tax hike, not one cent will be going to reduce the deficit. There will be a $1.00 tax on all tobacco products sold in the state and a one-time only floor tax on all distributors at the wholesale and retail levels. This tax would be above and beyond the $905 million already going for tobacco related State run programs! Although there is a constitutional amendment requiring a portion of all new taxes go to the schools, there is a loophole in this bill that exempts these tax dollars from going to the schools. If this bill is passed, $15 million per year will be spent by 6 political appointees on such things as salaries, travel, furniture, conventions and other benefits of their choosing. The new bureaucracy will be controlled by the Hope 2010 Cancer Research Citizens Oversight Committee, a 9 member committee, 4 of which will be appointed by the Governor, 2 by the State Public Health Officer and 3 by the Chancellors of U.C who are members of the California Institute for Quantitative Biological Research. An annual audit of this committee will be made, but guess who is choosing the auditors-the committee!! What this bill amounts to is the creation of another bureaucracy with political appointees who are accountable to No One!! Proposition 29 was defeated Wednesday morning after the last of the remaining precincts reported in. Voters hit the polls across California to decide on the fate of the initiative Tuesday which, if passed, would have added a $1 tax on every pack of cigarettes sold in the state.
The revenue would have gone to cancer research. LOL!
